( Personality ) :
Devit is a punk. He's rude, he's vulgar, he will not hesitate in smacking someone or cussing them out (he will throw every curse word in the book and them some out there at someone who riles him up). He has a hair trigger temper and will flip out over the smallest things, doubly so if it somehow involves his twin brother Jasdero. He is also incredibly vain and feels he is vastly superior to normal humans. He thinks highly of himself and can not understand it at all when others don't think just as highly of himself as well.
He's kind of an idiot too. It's easy to pull a fast one on him and trick him into thinking or doing certain things (as evidenced when General Cross somehow managed to trick him and Jasdero into taking all of his debts). And he'll often just flat out misinterpret statements or instructions said by others. So help you though if he figures out he's being played he will react quickly and with violence. While he seems lacks a lot of common sense and booksmarts he's at least savvy enough to know his way around the black market in order to purchase weapons and other things... though of course this might also be because the dealers fear his violent outbursts.
Sarcasm and mocking are two things he loves to partake in. If he can tease, annoy, or bait someone and get them riled up, it's the most hilarious thing in the world to him. He also seems to enjoy giving people nicknames based on what they do, or some aspect of their physical appearance and tends to refer to them by that name rather then their actual one. Even his own family members aren't exempt from his baiting as he frequently refers to Tyki Mikk as a hobo and a pervert, and fills in every answer on Rhode's homework with the number '5'. The only person who really seems to command any sort of respect from him is the Millenium Earl, and Jasdero. In his opinion the rest of the universe can go fuck themselves.
He is a highly creative individual with a rich imagination, he has to be with the special ability 'Materialize' that he and his brother share. Together they come up with some very unusual and unexpected things. He also seems to be pretty concerned about fashion, or at least completely going against the normal. He wears thick punk/goth looking eye makeup and hates it when it runs, and the clothes he and his brother wear are incredibly modern looking (tight leather pants, screen print t-shirts and wifebeaters, as well as modern style leather jackets and vests) compared the Victorian style the rest of the cast wears (as the series takes place in that era).
While he is a vulgar and violent punk, he's not entirely irredeemable or evil. If you can look past his 'I am better then you and fuck you if you think otherwise' personality he's at least a slightly normal teenager. He likes to have fun, he has a strange sort of sense of humor. He could even be a decent friend to those who can put up with someone who is kind of a huge jackass.
It should also be noted that Devit is INCREDIBLY close to his twin brother Jasdero. They often consider themselves to be one person, and refer to themselves together as 'Jasdevi'. It's a little unclear if they were born as one person and somewhere along the way divided into two, or if they were two people the entire time. Either way they consider themselves to be two halves of one whole, and thus, wouldn't react very well to being separated. Even though he's pretty immature himself, Devit is the more responsible twin and has a much more dominant personality then Jasdero. As such he's often the one who looks out for his more childish brother and makes sure he's taken care of. If someone were to screw around with his brother... well that person might find themselves with some new holes in them.
Now if he was separated from him entirely.. .well it wouldn't be pretty for him. He'd be freaked out, worried, and doing everything in his power to find him, or find who took him. He'd probably be a little irrational to begin with, more so then usual at least. He'd be more liable to lash out both verbally and physically at others, especially if he thought someone was either responsible for his brother not being right there, or if he thought they were withholding information about him. He would probably calm down eventually, but he would definitely always feel a little emptiness inside from Jasdero not being around, and reminding him of that fact would be a wonderful way to get Devit to try and kick you ass.
( Strengths/Weaknesses ) :
Devit is part of the Noah family which means he's naturally a whole lot more durable then the average human. He can take a lot more hits then usual before going down, though the only thing able to cause permanent damage or death are the weapons used by exorcists called 'Innocence' (though for a game I'd say this extends to any sort of holy weapon from other canons). He's also a lot stronger and faster then his skinny frame would suggest (though not superhuman level, just stronger then expected). Like all other Noah he can also control the demon like creatures known as 'Akuma' and is immune to the virus their blood carries (he can even DRINK it, though he thinks it's pretty gross). Though he hasn't been shown doing it in canon, the rest of the Noah have an ability that changes their gray skin to a more normal human skintone, so it can be assumed he has the ability to do this as well, just chooses not to utilize it.
He and his brother, Jasdero, possess a unique ability called 'Materialize'. Basically if they imagine the same thing at the same time they can make it real. They use this to create a variety of magical bullets, clones of other people, giant iron maidens, and presumably anything so long as they imagine it at the same time. They can also merge into one person called 'Jasdevi' where their power is amplified as they share the same mind and can think up even more elaborate creations. Jasdevi also possesses super human strength and near impenetrable skin as he has 'the strongest body imaginable!' according to Devit and Jasdero.
As amazing as this ability is, it isn't something Devit would be able to truly utilize on his own. He really needs his twin to be there. It's possible he might be able to utilize through a lot of determination and concentration, but it'd like be on a very small scale and no where near as impressive at the things he can pull off with Jasdero by his side.
( EDIT FOR BASTION Powers ) :
Considering that the majority of his powers are dependent on his brother being with him he'll be arriving at the Bastion basically a very normal but very gray human person. If for some reason he DOES get his brother in the game I will work out how their powers would potentially work within the setting with the other player.

One thing Devit had quickly discovered about this city was that it had a tendency to inflict annoying and random ass curses on people. Like the other week rubber duckies had rained from the sky. Initially that had seriously pissed him off. He couldn't take two damn steps outside without goddamn duckies bouncing off his head. But then he realized...target practice. The rest of the week had been very entertaining.
This week was a little different. Apparently... no one could lie. Devit wasn't overly concerned for himself, he was a brutally honest kid. If he thought a bitch sucked, he strait up told them; Bitch you suck, He did,however, see the potential to harass everyone he came in contact with to exploit this to the best of his abilities. For someone who was such an idiot most of the time he had moments of pure devious genius.
"Hey c'mon tell me! Everyone has 'em," he shook the shoulder of someone he'd actually become somewhat friendly with since arriving here. Someone that was probably seriously regretting their recent choices in life, "What's the weirdest sex dream you've ever had?"
He'd already gotten their underwear color, their secret crush, the fact that they still slept with a teddy bear, and oodles of other little tidbits that had potential blackmail material written all over them.
"Fuck, I've had a TON!" he explained, his hand still on their shoulder gripping tightly in attempt to prevent escape, "Like there was this one fucking dream that involved a pool filled with pudding and a giant eel..."
